The trip is made in two stages, and St. Petersburg has the shortest second leg of any Russian city
– Since March 2022 the United Kingdom and Russia have applied reciprocal airspace restrictions to each other’s operators, and the same pattern applies between Russia and the European Union, the United States and Canada. United Kingdom sanctions separately restrict the provision of aviation services connected with Russia, so the charter we fly ends at a gateway city rather than at Pulkovo;
– Geography works in this city’s favour. Tallinn sits 167 nautical miles from Pulkovo and about 370 kilometres by road, which makes the Baltic states the natural approach and the overland option a real one rather than a theoretical one. Business aviation airports in St. Petersburg
St. Petersburg is served by a single civil airport, and business aviation has its own terminal within it. Pulkovo lies about 17 kilometres south of the historic centre and handles all traffic to the city; there is no second field of the kind Moscow has at Ostafyevo. The Finnish airports across the border no longer work as an approach either, because the land crossings there have been closed since December 2023, which is what makes the Baltic states the practical way in.
Pulkovo (LED / ULLI) has two parallel runways, 3,780 and 3,397 metres, which take every business aircraft category including VIP airliners. It works around the clock. Business aviation is handled at Pulkovo-3, the dedicated general aviation terminal on the north side, which was built with the lessons of the Moscow terminals in mind and is laid out over two floors rather than three.
What the terminal is like
Pulkovo-3 was designed with a nominal capacity of around fifteen hundred passengers a day and follows the Russian pattern of allocating far more space to passengers than a comparable European FBO, because national rules put both domestic and international private travellers through formal border and customs procedures. In practice the walk from the car to the aircraft still runs in minutes. Handling, flight planning, ground transport and hotel bookings are arranged through the terminal.

Flying to St. Petersburg with a dog or a cat
An animal travels in the cabin at your feet on the charter leg, with no weight limit and nothing in a hold. The Baltic sectors are short enough that most sleep through them. What needs planning is the paperwork, and specifically the way home.
The one fact to read before you book
Russia sits outside the list of countries from which a pet returns to Great Britain on the simple route. That means a rabies antibody blood test taken at least 30 days after the vaccination, a result of at least 0.5 IU/ml, and a three month wait from the date of the sample before the animal may enter Britain. The way round it costs nothing: have the blood drawn by your own vet in Britain before you leave. The test stays valid for the return as long as the rabies cover runs without a gap, and the three months disappear. We set this out in writing for your dates before a booking is taken.
The outbound side is short, and your own vet will recognise every line:
- An ISO 11784/11785 microchip, implanted before the rabies vaccination rather than after it;
- A rabies vaccination given at least 21 days before travel, the animal being 12 weeks old or more when it was administered;
- Veterinary documentation for the destination, which our managers arrange with a specialist pet travel agent rather than through the standard European route;
- Up to five animals per owner, travelling with the owner as a non-commercial movement;
- Praziquantel from a vet 24 to 120 hours before landing back in Britain, recorded with the date and the product. Dogs only; cats are exempt.
The overland stage deserves a word of its own
– If the second stage is made by road from Tallinn, the animal crosses a land border rather than an airport, and the vehicle crossings run to fixed daytime hours. An early start matters more here than on any other route we fly;
– Ask us to confirm the arrangement for your dates in writing. The crossings change their hours at short notice, and we check them the week of departure rather than at the time of booking;
– Clients who prefer to keep the animal airside the whole way take the Istanbul routing instead, where both stages are flights and the paperwork is checked at terminals rather than at a road barrier.
Is there a vet at the gateway airports?
Cats have the easier time in both directions: no tapeworm treatment on the way home, and the blood test rule applies to them exactly as to dogs.
